Removal and Reinstall of Mezuzahs
The short answer is ‘never’ unless there is a reason to believe that it got damaged. But we recommend that its checked once every 8-10 years
Twice a shmita thats every 3 in a half years but the real important ones to check are the outdoor ones since they exposed to the elements
Your main concern should be the retzuos/straps since it has to be black according to halacha. but as a hiddur mitzvah if the tefillin itself shows wear and tear it is recommended to repaint them
